Possibly a funnel of some sort - small tornado or cold core funnel. The original user video (debris swirling while held aloft).

There was definitely cold air aloft, as evidenced by heavy hail, intense lightning, and localized damaging winds. Cold air aloft is the main cause for tornadic activity. Sometimes it comes down as a funnel, sometimes as a downburst or straightline winds.

There doesn't have to be hot weather for tornadoes to occur.

I am only a mile away and there was no wind here.

(stupid comment length rules)

And some funnels are invisible, evidenced only by swirling debris on the ground.

Only the last second of the user video was shown at the start of this clip. I saw the video last night on the news, and the camera was never pointed up at the cloud base - that would have been interesting to see if there was any movement in the clouds to assist in the investigation.

:\, first I'm hearing about this. If it was a tornado (which seems unlikely), it couldn't have been more than a very weak land spout, barely an F0. I'm leaning more towards strong winds, though -- wind can cause plenty of destruction on its own... a tornado seems pretty unlikely, especially considering our climate and the time of the year. Could have been a dust devil too. Still freaky, I guess, either way.

Actually, a dust devil also doesn't seem likely, considering the moist weather at the time. I'm going with either a weak landspout or strong winds.

There has to be rotation in a storm in order for a tornado to occur. There was NO rotation associated with this storm. Just a lot of highly over-reactive people. No tornado.

We get Dust-devils in the city, but never in my lifetime have I ever seen a Tornado in Calgary. But it is possible for a tornado to come into the city, but the ratio of that happening is very slender.

In Alberta we have NON active volcanos, just because we are 90 minutes away from the mountains we can get Tornado's and they can happen in the city. Do your research if you don't know (google).
